CHARLOTTE BROOKE HARARE (RUMANI ESTATES) DEVELOPER MUST REFORM

CEPHAS MANDLENKOSI MASIMBA MSIPA (JNR) NEEDS TO SERVICE CHARLOTTE BROOKE AS PER MANDATE BEING THE DEVELOPER

It never rains but pours for the desperate home seekers in Zimbabwe. Of course we know we have a "sellers market" in Zimbabwe, but does that justify "closing down PR departments" and giving clients raw deals, reaping them off? We used to think only the fly-by-night briefcase-businesses run by the "museyamwas" and "nyamuzihwas" of this world were the only one bent on reaping were they did not sore, but we have a different scenario now. Even the big developers are engaging in some of the dirtiest tricks that one can imagine. How do you justify a residential estate as big as Charlotte Brooke having no meaningfull development for 8 years. Yes the stands were sold to home seekers as early as 2003 and to date the area has no tarred roads yet it is 7-10 km from either Crowhill Road in Borrowdale Brooke or Off Domboshawa Road at the ARDA Farm turn off towards Sally Mugabe Heights Development. The dveloper is literally keeping quiet and doing nothing except dumping more gravel on the roads rather than tar them. No servicing progress on a housing scheme were many paid with their sweat and blood???!!!???
What is baffling is the developer Msipa is busy selling more stands off Crowhill Road called Crowhill Views , yet he has done nothing much in servicing his first development Charlotte Brooke. In the rain season, the roads are impassible and unusable due to mud and poor compacting.
Currently there is no water in the area. The developer laid water pipes in some phases and promised to sink boreholes to feed the pipes. Nothing has been done. Questions need to be asked of Goromonzi Council who administer the area. Why they let the situation remain like this is anyone`s guess. The stands have title deeds, but something needs to be asked of the council. How did Msipa manage to process deeds when the area is not fully serviced? A certificate of completion which helps obtain deeds must only be released by the Council , once all servicing is complete. It appears Goromonzi Council Officials have played a part in the shoddy services in this area and are also doing nothing about it.

There is need for serious reform in Zimbabwe's property development sector. We know the customer is not "king" in this sector but the seller is. Still, these customers deserve some respect. Property agents should communicate. Were deadline are going to be missed this should be communicated and new ones published. This will allow clients to prepare well for the actual construction of individual houses.
